Financial Incentives
Halifax County, North Carolina is
pro-business and our elected officials are committed to
providing an environment to enhance business growth and
prosperity. Companies lookin g to locate or expand in Halifax
County will find a number of incentive programs available to support job creation and investment.
Halifax County is designated as a Tier One
Area by the North Carolina Department of Commerce. This
designation
provides for maximum incentives to new and expanding
industries. The following is a summary
of incentives available to new and expanding industries to
support job creation.
STATE INCENTIVES
The
following is a summary of tax credits and incentives
available for qualifying companies. For details go to

Article 3J Tax Credits
– Provides tax credits to qualifying businesses for job
creation, investment in business property and in some
cases investment in real property. |

Research and Development Tax
Credits – Provides tax
credits for qualified North Carolina research expenses
during a taxable year. |

N.C. Ports Tax Credits –
Provides tax credits towards income taxes paid by
businesses or individuals using ports facilities at N.C.
Ports at Morehead City and Wilmington. |

Renewable Energy Tax Credits –
Provides a tax credit of 35% of the cost of renewable
energy property. |
Worker
Training Tax Credit--Companies
providing training for five or more employees can take a
credit of 50% (up to $500 for each employee trained) against
eligible training expenses. Halifax County can offer a
maximum credit of $1,000 per employee trained.
Job Development Investment Grant
Program--In
2002, the NC General Assembly created a new economic
development tool for new and expanding businesses in North
Carolina. This tool will be used to attract businesses to
the State by allowing a five-member committee to award
grants to businesses. The amount of the grants will be based
on income tax withholdings from new jobs created by the
businesses (from 10% to 75% of withholdings associated with
the project). To be eligible for a grant under this program,
the business must create a minimum number of new jobs and be
of “strategic importance” for the state. The number of new
jobs that must be created varies based on the enterprise
tier designation of the location where the jobs will be
located.
LOCAL INCENTIVES
The
Halifax County Economic Development Incentive Grant Program
is intended to provide an inducement for qualifying new
businesses to locate in Halifax County and encourage
qualifying existing businesses to expand. The program
provides a grant to companies investing in Halifax County.
The grant will be established by a contract with Halifax
County. The company must pay their taxes in full each year
based on the actual tax value of the property or investment.
If the company meets all of the criteria in the contract, a
portion of the property tax will be returned as a grant. The
amount of the grant is based on a sliding scale for five
consecutive years. For additional information regarding this
